Unfortunately, the copying process has bleached out detail of the white aircraft but it is known to be Vulcan B2 XJ824 of No 230 OCU, RAF Finningley. B2 XM645 leading the pair was the first B2 to be camouflaged (from new) and was delivered to the Coningsby Wing in 1964. Notice how the the camouflage paint does not completely cover the lower intake lip of 645. This publicity photograph was probably taken around that time.
